What is the Industrial Pretreatment Program?

The Camden County Municipal Utilities Authority (CCMUA) operates Publicly Owned Treatment Works (POTW) including the Camden County Water Resource Recovery Facility in Camden City. The CCMUA is a Delegated Local Agency (DLA) designated by the New Jersey Department of Environmental Protection (NJDEP) under the Federal Clean Water Act, New Jersey Clean Water Enforcement Act (N.J.S.A. 58:10A-1 et seq.) and its associated regulations, the Water Pollution Control Act (N.J.A.C. 7:14) and the New Jersey Pollutant Discharge Elimination Systems (N.J.A.C. 7:14A). As a DLA the CCMUA is required to maintain an Industrial Pretreatment Program (IPP) with the objective of preventing the introduction of pollutants into the treatment works.
The CCMUA Sewer Use Ordinance (SUO) provides the rules for use of the Publicly Owned Treatment Works. The IPP Group oversees and enforces federal, state, and local pretreatment standards for facilities discharging wastewater into the POTW. This group acts as the local enforcement arm of the New Jersey Department of Environmental Protection for wastewater discharges in Camden County and is responsible for issuing permits; conducting inspections; sampling and monitoring; enforcement, and reporting compliance to NJDEP. By managing the Industrial Pretreatment Program locally, the CCMUA protects public health, preserves the local environment, and ensures that wastewater treatment processes run efficiently, all while meeting stringent regulatory requirements under federal, state, and local law. The CCMUA Industrial Pretreatment Program plays a vital role in safeguarding water quality and ensuring compliance with environmental regulations in Camden County.

The CCMUA currently permits an array of industries in Camden County. This includes food manufacturers, pharmaceutical manufacturers, marijuana growth facilities, hospitals, and many more. All new industries to Camden County MUST contact the Industrial Pretreatment Program for evaluation to determine if a permit is required.
